TypeScript 7 Upgrade Blocked by typescript-eslint Compatibility

This PR cannot be merged yet due to a peer dependency incompatibility with our ESLint tooling.

The Issue

Our project uses typescript-eslint@8.70.1 (in packages/config/package.json), which has the following peer dependency constraint:

  "typescript": ">=4.8.4 <6.1.0"
}

This PR attempts to upgrade TypeScript from 6.0.3 → 7.0.2, but typescript-eslint doesn't support TypeScript 7 yet.

Current Status

I've verified that no released version of typescript-eslint supports TypeScript 7:

  • Latest stable: 8.71.0 - still requires typescript <6.1.0
  • Latest canary: 8.71.1-alpha.2 - same constraint

Next Steps

  1. Wait for typescript-eslint to release TypeScript 7 support (tracked in upstream issues)
  2. Upgrade typescript-eslint first once a compatible version is released
  3. Then merge this PR or let Renovate recreate it

Heads up: lint-check isn't flaky here — it fails consistently because typescript-eslint@8.67.0 doesn't support TypeScript 7 yet (this PR bumps typescript to 7.0.2). It's a known upstream gap, tracked in typescript-eslint#10940, still open. We just need to wait for that to land before this can go green.
